A headset usually comes back to life after a restart and an update. Leave the factory reset for last.

Warning: a factory reset deletes the account, games and data from the headset. First back up your saves to the cloud and write down your login details. Make sure the headset is charged.
Step by step
Restart the headset
Hold the power button until the power menu appears, and choose “Restart”. If the headset does not respond, hold the power button until it turns off, then turn it on again.
Charge the headset and controllers
Unplug the charger, wait a minute and turn the headset on. Replace the batteries in the controllers if they are weak.
Install updates
Settings → System → Software Update. In the Meta Horizon app, also check that the headset is paired.
Free up space
Delete games you do not use, because almost full storage slows the system.
Check PS VR2 if that is the one freezing
Restart the PS5, unplug the USB-C cable from the console for a moment and plug it back in. Check Settings → Accessories → PS VR2. Update the PS5 system and the headset firmware.
Do a factory reset at the end
Warning: a factory reset (power + volume down, then the “Factory reset” option) deletes the account, games and all data from the headset. Use it last and only after a backup.
